Weekly API Working Group Meeting

This is a weekly meeting to discuss the OpenStack API. It's intended as a forum for:

Standardizing the OpenStack project APIs and creating guidelines and rules for projects to follow when designing their REST APIs
Feedback from users as to the usability of OpenStack REST APIs
Discussion of future directions of OpenStack APIs

  - from the cross-project meeting etoews got the suggestion from ttx to consider using openstack-specs for the api guidelines
  - option 1 is just to preach that CPLs and PTLs and everyone else should weigh in on api-wg proposed changes
  - option 2 is to turn the guidelines at some point into API recommendations that would be proposed as openstack-specs (and use api-wg to draft the doc)
  - option 3 is to just propose guidelines directly to openstack-specs (this wasn't suggested at the cross-project meeting)
