Satori/LocalhostProposal

Currently Satori only does discovery on remote systems. A new capability should be added so that Satori can discover system information about the local system.

Impact

1. DNS data would not be available
2. SSL data would not be available

Implementation

1. Accept the literal term `localhost` as the netloc.
2. Bypass any SSH code
3. A system information plugin should be required. It wouldn't be logical to do local discovery without system info data.
