We need to move Trove from using the current messaging code in oslo-incubator to using oslo.messaging since the oslo-incubator messaging code is deprecated and will be removed in Juno.

This page is to track the progress made / issues hit when moving from the oslo-incubator code to oslo.messaging for trove.
