Intent: Run full OpenStack Tempest suite with IBM PowerVM drivers
Structure: puppet-openstackci based, running upstream components (Zuul, Nodepool, Jenkins, JJB) with local configuration. Currently runs tempest on Ubuntu PPC64LE using the configuration published here. To re-run the CI on a given change, leave a comment of "powervm:recheck". To run additional volume tests, also leave of a comment of "powervm:volume-check".
