StarlingX packaging for Yocto / Wind River Linux

Akraino packages have been ported to bitbake files and built. Runtime testing it delayed at least one week due to other activities.
Ceph is ported.
Litao is focusing on runtime services for STX.
Jackie is working on separating the github directory to "common", STX, and Akraino.
Babak is on vacation this week.
