Onboarding Legacy Apps into OpenStack for Management

User Story Overview
This user story is focused on using OpenStack to manage an existing virtualized environment
User Stories
- As the Enterprise IT manager that is deploying an OpenStack cloud alongside my existing infrastructure, I need manage existing virtual machines compute resources.
- As the Enterprise IT manager that is deploying an OpenStack cloud alongside my existing infrastructure, I need to onboard existing block storage into Cinder.
- As the Enterprise IT manager that is deploying an OpenStack cloud alongside my existing infrastructure, I need manage existing virtual machines network resources.
Key Requirements
- The process of managing an existing environment is non-disruptive to that environment
- No service interruption or reboot of physical or virtual machines
- At the end of the process, OpenStack can be used to manage Compute, Storage, and Network resources using Nova, Cinder and Neutron
- The OpenStack management server(s) and infrastructure is assumed to be in place before the onboarding operation
- It should be possible to limit the onboarding operation to one physical host
- Onboarding operations should scale to hundreds of hosts
