Summary
Move API docs into VCS. Programmatically ensure API docs are accurate.
Release Note
The API docs are now generated as part of the build.
Rationale
The docs should be under the same version control as code, so that patches that change behaviour, add new API calls, extend existing ones, etc. and the corresponding changes to the docs can be kept in sync.
