Weekly Nova team meeting

This meeting is a weekly gathering of developers working on OpenStack Compute (Nova). We cover topics such as release planning and status, bugs, reviews, and other current topics worthy of real-time discussion.

- We agreed that the notification requirement in #link https://review.openstack.org/#/c/554212 Add PENDING vm state can be fulfilled with existing notifications. But now I see that additional requirements are popping up in the spec so I have to go back and re-review it.
