Text of Proposal to POC

There was some discussion in the past regarding Copyright headers in [[OpenStack]] source files.  I don't know that there was a clear decision, so here's a proposal based on ML feedback and personal preference.

1. Adding a Copyright header is optional

Copyright headers are NOT required, however if you have contributed to a file and wish to add yourself/your company as a Copyright holder that's fine.

2. The Openstack LLC Copyright should not be added as a default

Standard practice by many seems to be just throw in "Copyright Openstack LLC" and the Apache License header.  I think it would be more appropriate that only the Apache header is added, and your own Copyright if you desire.

3. Maintain individual/company Copyrights

When copying/modifying a file existing Copyright headers are maintained.  A contributor may add themeselves to the list of Copyright holders, but may not remove any listed Copyright headings.

4. No source files in the Openstack source tree should be without the Apache license header
