- Nova (os-vif) will be able to create the TAP device before libvirt (https://review.opendev.org/c/openstack/os-vif/+/971231).
- Neutron will wait for the `Port_Binding.additional_chassis` in order to send the vif-plugged event (https://review.opendev.org/c/openstack/neutron/+/956910).
