Manila Project Plan
- Establish a code name (tentatively: manila)
- Establish a github project (done -- https://github.com/bswartz/manila)
- Establish a Launchpad project (in progress)
- Identify components to move in Oslo and associated owners
- Remove everything that's block-specific
- Change all references to "cinder" to the new name
- Test and stabilize resulting code
- Integrate code into stackforge
