9.1) Nova receives a request from user A who is working for h->gg in ATLAS for 5 additional VMs with 10 CPUs. Is he allowed to get them ?

9.2) A user B asks for 20 networks from Quantum. He does NOT have a user quota allocated but the project in which he is working has a shared quota of 100 and there are several active users who already have some networks. Will he be allowe to get those 20 networks ?
