Summary
Provide per-instance parameters to XenServer VM's based on instance type.
Release Note
Allows instances to be created with specific VM parameters.
Rationale
Nova needs to be more flexible with XenServer VM parameters.
User stories
As an Image Creator I want per image parameters so that I can package fully self-contained bootable images for the CS environment.
