Provisioning Tilera boards as compute node instances

Tilera-based architectures do not currently support virtualization. We are interested in bare metal in order to support provisioning Tilera-based instances
When the user requests a Tilera instance, nova should boot up a Tilera board and copy a fresh system image onto it.
